American endless struggle for the right to gamble online

The question of online casino for US citizens had no permanent place in federal law of the United States of America before. Gambling games were regulated by three federal legislative acts (Wire Act, 1961 in particular).

But things didn’t last long like that. September, 29, 2006 brought an unpleasant surprise to online casino for US players: Unlawful Internet Gambling Enforcement Act of 2006 was adopted by American Congress and George Bush was the one to sign it on the 13 of October. Casinos accepting USA players got a big problem: players could continue to play but none eminent bank was able to cooperate with gambling web-sites because there was not a single penny from American player they could accept. US players rolled with the punches.

According to section 802 of this law banks were prohibited to transfer money having any connections with the Internet. Internet gambling itself wasn’t proclaimed illegal.
The prohibition to transfer money of American players to online casinos closed the access of these people to foreign online casino, for USA players were not able to place bets and to get their gaining as well, but as for the functioning of American gambling sites they did not suffer a lot. Everything that happened in September 2006 in American Government was a protecting step and it was admitted during the dispute between the USA and Antigua and Barbuda.

March, 2003 was marked by a bill of complaint of Antigua and Barbuda government according to WTO procedure. The small Caribbean country claimed that accepting US players became impossible because of its new law and it breaks General Agreement on Trade in Services (GATS). The process lasted for a long time but the sanctions against the USA were imposed. Though the average sum was only twenty one million dollars (though the demanded sum equaled 3.4 billion) this decision against the richest and the most powerful member of WTO showed that further arguments would be able to take their place.

Today the situation with accepting us, players from the States, remains difficult. There is a number of web-sites which accept USA players.
The President of America signed Title VIII of the Act also known as the UIGEA on the 1 of June, 2010. But gaming goes on. It is sure to go on as long as there is a range of web-sites ready to accept us, players and just visitors.
